I am directed by Lord Moyne to refer to recent discussions as to the position of the Hong Kon- and Shanghai Banking Corporation in view of the interruption of communications and other possible contingencies. As a result of
these discussions and in accordance with the expressed wiches of the Chief Manager of the Bank, Sir Vandeleur Grayburn, as comzunicated by the Governor of Fong Kong, you have heen authorized to assume control until further notice of 11 branches of the bank outside Hong Kong and enemy
occupied territory as Acting Chief Manager and it is understood that you are communicating accordingly with all such branches directing them to accent instructions from
